Summer Camp Leadership Requirments
State guidelines for summer camp adult leaders

As you are probably aware by now the State of Pennsylvania has put into place Act 153. This law affects all volunteers for every organization across the state.

Based on the reading of this law as it stands now, currently registered volunteers with the BSA program will need to have completed these checks by their units annual re-charter time. (January-March 2016).

All adults holding a leadership position at camp (supervising kids part of two deep minimum leadership): Must have the ACT 153 clearances which include State Police background, and Department of Child Services background check. A fingerprinting clearance (if you have NOT lived in the State of PA for more than 10 years) is also required. You can register for the fingerprinting here.  A signed affidavit must be completed if you have lived more than 10 years in PA and that form can be found on frenchcreek-bsa.org/forms/Volunteer Disclosure Form PA Act 153 of 2014

This is in effect for Resident camp and Cub Scout Day camp (including walkers for day camp supervising youth).

For unit leaders from outside the French Creek Council but still living in the State of Pennsylvania you must also follow the guidelines above if attending Custaloga Town Scout Reservation this summer.  Scout leaders from outside Pennsylvania do not have to complete this guidelines as long as you are current in your own state for required checks.

Parents and those attending camp not holding the two deep leadership position while at camp are strongly encouraged to have the backgrounds checks and be registered also.

Please understand that we are following the guidelines set forth for every youth serving volunteer organization in the State of Pennsylvania
