Leadership Standards Discussion

Dear French Creek Council Family members,

At the recent French Creek Council Board meeting the members requested that I update our volunteers on what is taking place and what will take place in the near future concerning our Leadership Standards discussion. I felt it easier to post this information on the website.

As many of you know the Boy Scouts of America have been discussing the possible removal of its current Leadership Standards policy. The current membership standard for the BSA is as follows:

Youth membership in the Boy Scouts of America is open to all who meet the membership requirements.  Cub Scouting, Boy Scouting and Varsity Scouting are for boys.  Venturing is for young men and young women.

The applicant must possess the moral, educational, and emotional qualities that the Boy Scouts of America deems necessary to afford positive leadership to youth. The applicant must also be the correct age, subscribe to the precepts of the Declaration of Religious Principle, and abide by the Scout Oath or Promise, and the Scout Law.

While the BSA does not proactively inquire about the sexual orientation of employees, volunteers, or members, we do not grant membership to individuals who are open or avowed homosexuals or who engage in behavior that would become a distraction to the mission of the BSA.

The National Board of Directors has asked each Boy Scout of America Council to help gather information from our Scouting families about their thoughts and concerns and how a potential change in leadership standards will affect their local program. Here is what is being done to gather information:

1. A mail survey has been distributed to each Charter Organization Representative in FCC asking what, if any, would be the effect if the policy changes, to your local sponsoring organization.

2. Voice of the Scout email has been launched from the National office which contains questions related to our current membership standards. Emails on file as of Feb. 28 should have or will be receiving this survey with a requested response date of April 4th.

3. Emails can be sent to dhavard@bsamail.org which I will review each piece. Scouters can also send an email to the National office at feedback@scouting.org or visit www.scouting.org/contactus.

Please know that each email is read. If you want to send me your thoughts I ask that you send an email rather than call as emails allow me an opportunity to forward to others that need to hear your thoughts and opinions. At this time only submissions from currently registered Scouting members will be accepted into this discussion. Please remember that a Scout is courteous if replying with your thoughts.  We have families on both sides of this issue and we ask at this time that it not become a distraction to the real reason that we are all involved and that is for the opportunities to improve the lives of our youth.

Sincerely,

Duane Havard

Please use the questions below as “guidelines” to convey your thoughts so that everyone is answering the same focused questions. An actual proposal to be voted on has not been set yet due to the complexity of this issue. Board members do not know at this time what they will be voting on. Currently we are in an information gathering time frame. With that said… If the current BSA Leadership standard is eliminated how would you answer the following questions? Thank you for your input…

If the policy of not allowing homosexuals as official members of BSA is lifted will you still be involved in Scouting?

___ Yes

___ No

If the policy of not allowing homosexuals as official members of BSA is lifted do you see this as a:

___ Positive change for Scouting

___ Negative change for scouting
